(1) The Commissioner may at any time, by day or by night, without notice, enter into or upon any premises used for any of the purposes mentioned in section 521 and upon any premises in which a furnace is employed for the purpose of any trade or manufacture, and into any bake- house, in order to satisfy himself as to whether any provision of this Act or any bye-law made thereunder or any condition of any license granted under this Act is being contravened, and as to whether any nuisance is created upon such premises. (2) No claim shall lie against any person for compensation for any damage necessarily caused by any such entry or by the use of any force necessary for effecting such entry: Provided that force shall not be used for effecting an entry, unless when there is reason to believe that an offence is being committed against some provision of this Act or some bye-law made under this Act. 334[(3) Notwithstanding anything contained in this section and unless specified under this Act, the Municipal Commissioner or any authorised person on his behalf shall exercise all the powers conferred on him under this Act and under the Prevention of Food Adulteration Act, 1954 and shall also have the powers to close down the premises and
