In any portion of the City in which the Commissioner has given a public notice under clause (a) of sub-section (1) of section 201, and in any premises whereever situate in which there is a water-closet or privy connected with a 328[Board Sewer], it shall not be lawful, except with the written permission of the Commissioner, for any person who is not employed by or on behalf of the Commissioner, to discharge any of the duties of scavengers.
