No person shall build a privy or water-closet in such a position or manner as— (a) to be directly over or directly under any room or part of a building other than another privy or water-closet or a bathing place, bath room or terrace; (b) to be within a distance of twenty feet from any well or from any spring, tank or stream the water whereof is, or is likely to be used whether in natural or manufactured state for human consumption, domestic purposes, or otherwise render the water of any well, spring, tank or stream liable to pollution.
