For each #[ward] there shall be a Returning Officer who shall be such officer as the Commissioner may, with the approval of the 93[State Election Commissioner], designate or nominate: Provided that nothing in this section shall prevent the Commissioner from designating or nominating the same officer to be Returning Officer for more than one #[ward].
