The Corporation may provide from time to time, either wholly or partly, for all or any of the following matters, namely:— (1) the organisation, maintenance or management of institutions within or without the city for the care of persons who are infirm, sick or incurable, or for the care and training of blind, deaf, mute or otherwise disabled persons or of handicapped children;
