In any Act, it shall be sufficient, for the purpose of indicating that a law relates to every person or persons for the time being exercising the powers in an office, to mention the designation of the officer at the time or generally exercising the said powers. Powers conferred shall be exercisable from time to time. Power to appoint includes power to appoint ex-officio. Exercise of powers in case of transfer from one office to another.
