Any person when plies, draws to a siding or fastens boat so negligently or carelessly as to damage any Government ferry, shall be punishable with imprisonment for a term which may extend to three months, or with a fine which may extend to three hundred rupees, or with both; and the toll-collector, lessee or his clerk may detain such boat pending the enquiry and determination of damage mentioned hereinafter.
