(1) If a lessee or other person authorised to collect the tolls of a Government ferry,- (a) neglects to affix the table of the prescribed tolls mentioned in section 14; or (b) wilfuIly removes such table or makes any alteration therein or defaces it or aIlows it to become illegible; or
