When the work of railway or canal or any such other work or any factory or commercial concern is carried on, or is in operation in any part of the country, and the 14Director- General of District Police is of the opinion that it is necessary on account of the behaviour of the persons engaged in such work, factory or concern or of the behaviour reasonably apprehended of them to depute an additional police force in such place, he may with the consent of the Government
