(1) Subject to the provisions of section 3 there shaIl be constituted under this Act for each district a Board having authority under this Act over such district. (2) Such Board shall come into existence from such date as the Government may notify in this behalf and the notification shall specify the name of the Board as the District Board of the District for which it has been constituted.
