In all matters connected with this Act, or any other law for the time being in force, if a Board makes default in carrying out any order made by the Government or by any authority other than the Board in the exercise of any of the powers conferred by this Act or any rule made thereunder, or by any other law for the time being in force, the Government shall have all the powers necessary for the enforcement of such order at the cost of the Board.
