(1) In cases of emergency, the Government or the Collector may direct or provide for the execution of any work or the doing of any act, which the Board or any other officer of the Board is empowered to execute or to do and the immediate execution or doing of which is in the opinion of the Government or Collector necessary for the safety of the public, and may direct that the expenses of executing the work or doing the act with a reasonable remuneration to the person or persons appointed to execute or do it, shall be forthwith paid by the Board. (2) If the expense and remuneration are not so paid, the Government or the Collector, as the case may be, may direct the officer-in-charge of the treasury or bank in which the District Fund is kept or the whole or a portion thereof is deposited or lent on interest, to pay the expenses and remuneration, or as much thereof as is possible, from the balance of the amount of such fund in his hand. (3) Such officer shall, so far as the funds to the credit of the Board admit, be bound to comply with such order. (4) In case the Collector uses the powers conferred on him under this section he shall report such case to the Government forthwith and send a copy of the report at the same time to the Board for information. The Board shall, thereupon, be entitled to address the Government on the Collector’s report.
