All Committees, Sub-Committees, members, officers and servants of a Board shall in the exercise or discharge of any functions delegated to them, be under the control of the Board and the Board may, subject to any provisions of law or rules made thereunder, where by the executive functions of the Board are assigned to the President or any officer, revise any order passed by any of its committees, sub- committees, members, officers or servants.
