If at any time after the date on which a regional or town plan or local lay-out has come into force, such a plan or lay- out is varied or revoked, any person who has incurred expenditure for the purpose of complying with such plan or lay-out shall be entitled to receive compensation from the Board executing the plan or lay-out in so far as by reason of the variation or revocation of such plan or lay-out such expenditure has ceased to be in any way beneficial to him.
