Notwithstanding anything in any law relating to insolvency, 279[a mortgage created in favour of] an *[Agriculture Development Bank], shall not be called in question on the ground that 279[it was not created] in good faith for valuable consideration or on the ground that 279[it was created] in order to give the *[Agricultural Development Bank] a preference over the other creditors of the mortgagor.
