(1) The Government may by notification make rules for carrying out all or any of the puroposes of this Act. (2) In particular and without prejudice to the generality of the foregoing provision such rules may be made for all or any of the following matters, namely:- (a) the procedure to be followed by a competent authority or any other court in inquiries, trials and the conduct of proceedings under the Act;
