(1) A person to be appointed as the Commissioner, shall be one,— (a) who is holding or has held a post of the District Collector or a post not lower in rank than that of a District Collector in any other service in the State; or (b) who is holding or has held a post in the Andhra Pradesh State Higher Judicial Service; (c) who has at least ten years practice as an Advocate of the High Court of 18Telangana or of the Supreme Court; or (d) who has been holding the post of Additional Commissioner: Provided that no person shall be eligible for appointment as Commissioner unless be has completed the age of forty-five years.
