Whenever this Act shall have been applied, as above provided, to any district, or part of a district, hospital- pounds, shall be established in such places as the Magistrate of the district, 2[or in the cities of Hyderabad and Secunderabad, the Commissioner of the Municipal Corporation] shall determine, and keepers shall be appointed to such pounds by the said Magistrate 2[or Commissioner as the case may be]. The village or villages by which every hospital-pound is to be used shall be determined and notified by the Magistrate.
