No act of the Board or of any person acting as the Chairman, Vice-Chairman or a member thereof shall be deemed to be invalid by reason only of a defect in the constitution of the Board or of such act having been done during the period of any vacancy in the office of the Chairman, Vice-Chairman or member or on the ground that the Chairman, Vice-Chairman or member of the Board was not entitled to hold or to continue in such office.
