(1) On receipt of an application made under section 6, the Authority may, if satisfied after causing such enquiry as may be considered necessary to be made and in accordance with such criteria as may be prescribed, issue a certificate of registration to the private medical care establishment subject to such terms and conditions as may by prescribed or, for reasons to be recorded in writing, refuse to register the private medical care establishments: Provided that no order refusing to register a private medical care establishment shall be passed unless the applicant has been given an opportunity of being heard: Provided further that an application for registration shall be disposed of by the Authority within such time as may be prescribed. (2) Every certificate of registration shall be valid for a period of five years and may be renewed for a further period of five years at a time. (3) The Authority may refuse to register a private medical care establishment, if it is satisfied that,- 14[(a) the applicant in the event of having been convicted of an offence; or]
