Nothing in this Act shall apply to,- (i) any medical care establishment established or administered or maintained by the Central or the State Government or any local authority or body constituted by or under any statute of a competent Legislature; and (ii) any psychiatric hospital or psychiatric nursing home established or maintained under the Mental Health Act,
