If any doubt or difficulty arises in giving effect to the provisions of this Act or in the interpretation of any of any its provisions, the Government may by order, make provision or give such direction, not inconsistent with the provisions of this Act as may appear to it to be necessary or expedient for the removal of the doubt or difficulty.
