(1) Any councillor may call the attention of the Commissioner or the Duties Chairperson to any neglect in the execution of m~inicipal u o ~ k , or to any Haste and powcls of municipal property or to the basic needs and civic requirements of any of councillor locality and may suggest any improveme~~ts which he considers desirable. (2) Every councillor shall have the right to interpellate the chairperson in any council meeting on matters co~ected with the municipal administration subject to such regulation as may be framed by the council. (3) Every councillor shall have access during office hours to thc iecords of the municipality after giving due notice to the d-wnissioner: Provided that the Commissioner may for the reasons given in writing forbid such access. The councillor may appeal against such order of the Commissioner to the Chairperson and any pcrson ag rieved by the order af the Chairperson may prefer an appeal to the Director w%ose decision thereon shall be final.
