The Commissioner may, for reasons to be recorded in writing, revoke or suspension . . of suspend the licence pranted under this chapter when he has reasons to believe that- . . licence. (a) the licence bas been fraudulently obtained ; (b) the licence has been used for the purpose other than the purpose for which the licence has been granted; and (c) ,any condition of the license has been contravened.
