Clarifications on qualification information.- The Procuring Entity may, at any stage of the Tender Proceedings, ask any Applicant or Respondent for clarifications on its submission, in order to assist in the evaluation of such submission: Provided that the Procuring Entity shall.- (a) not seek or permit any substantive change to the submission, including changes aimed at qualifying an Applicant or a Respondent. (b) not engage in negotiations with an Applicant or a Respondent with respect to the submission, pursuant to a clarification that is sought under this rule; and (c) maintain in the record of Tender Proceedings, all communications generated under this rule.
