Staff of the Council.- (1) The Council shall appoint such number of employees as may be necessary for the efficient performance of its functions. The terms and conditions of service of the employees of the Council shall be such as may be provided in the regulations. (2) The classification and methods of recruitment, conditions of service, pay and allowances, discipline and conduct of the officers and other employees referred to in this section shall be such as may be prescribed.
