Notwithstanding anytlling contained in section1 8, where a market cc;m mitlec is satisfied that on account of the specialised nature of the wholesale trade of any specified commodity like fresh fruits, fresh vegetables, fresh flowers, or other pcrisl~ahle goods in any market area, it is expedient to ensure the efficient ~egulation of the wholesale trade of such specified commodity in such market area, the market committee may establish, in such market area, special market for such specified commodity.
