Commencement of the University. — (1) The University shall commence to exercise its function on such date as the Government may, by notification, specify in this behalf. (2) The Government shall issue a notification under sub-section (1) only after receipt of an affidavit along with documents from the Trust to the effect that all conditions referred to in section 4 have been fulfilled and after the Government is satisfied in this behalf.
