The l[State ~vernment] may from time to time make, and when made, alter, add to and rep1, rules not inconsistent with this Act for the prevention of any injury to works constructed upon a11 rivers or upon any river to which this Act may be applied, and for the prevention of acts or omissions likely i;o affect injuriously the conservancy of such rivers or river : Provided Chat no penalty for any one infringement of any such rules shall exceed rupees fifty.
