(1) On receipt of the report of the Veterinary Surgeon under sub- section (3) of section 11 or under -sub-section (2) of section 12, the prescribed authority shall, after making such further inquiry, if any, as it thinks fit, submit such report with its remarks thereon if any, to the '[State] Government who may- (a) confirm any declaration made under section 11 (I), 11 (3) or 12 (1) either with or without or modifications; or (b) cancel any such declaration.
