In this Act, unless the context otherwise requires,- (1) " debt " means any liability, whether secured or unsecured, iiicorred in a foreign country by a repatriate, 3 whether payable under a contract or decree or an order ' of a court, civil or revenue or otherwise ; \q .A (2) "foreign country" means Burma or Ceylon or such 3 other foreign country as the State Government may, by ; notification, specify, in this behalf ; I (3) " repatriate " means a person of Indian origin who was ordinarily residing in a foreign country, and who, on leaving or being forced to leave, such foreign country,- * For StatemW of Objects and Reasons, see Fort St. Gcorgd G ~ z e t t e Extraordinary, dated the 20th August 1969, Part m- ( ? m ~ t i n n 2 nand 130 .
