It is hereby declared that the repeal of the said Act under other by this Act shall not affect- laws not affected. (a) the operation of any other law for the time being in force ; or (b) any proceeding by way of investigation or otherwise which may be or might have been taken under auoh law against any public man as defined in the said Aot.
