(1) Any person iik&;:.:rl by 2-1 order of 'the com- petent authority refusing to grant or to renew a licence or cancelling c r suspending a ilcence, or in the case referred to in clause (ii) of sub-section (1) or of sub-section (2) of section 7, the applicant concerned, may, within such ,time as may be prescribed, appeal to such authority 'as the Government nay specify in this behalf ; Provided that such authority may, in its discretion, allow further time not exceeding one month for the Gling of any such appeal, if it is satisfied that the appellant had sufficient cause for not filing the appeal in time. (2) On receipt of an appeal under sub-section (11, the appellate authority shall, after giving the appellant an opportunity of being heard, dispose of the appeal as expeditiously as possible.
