(1) Any person aggrieved by any order, decision Appeal against or direction of the competent authority under any provision orders of of this Act may prafer an appeal against such order, competent decision or direction, to such authority or officer as may be prescribed ; and different authorities or officers may be prescribed for different classes of private colleges. (2) If the competent authority omits to communicate its decision to any applicant within the period prescribed under clause (b) of sub-section (2) of section 7 such applicant may prefer an appea 1 against such omisslon to the appellate authority prescribed under this section.
