(1) Every college committee $hall have a secretary who shall exercise such powers and perform such fun- ctions as may be prescribed. I (2) Every person holding officd as president, secre- tary, manager or correspondent of a private college or exercising thc powers of secretary under this Act on the date of its commencement shall be deemed to be a secretary under this Act.
