If any difficulty arises in giving effect to the provisions of this Act, the fficulties. Government, may as occasion requires ,by order, not inconsistent with the provisiofis of this Act, do anything which appear to them to be necessary or expedient for the purpose of removing the difficulty : Provided that, no order lnder this section shall be made after the expiry of two years from the date of cornmencement of this Act.
