Powers of courts and other authority for purposes of facilitating application of laws- For the purpose of facilitating the application in the Kanyakumari District of enactment now extended to the Kanyakumari District any court or other authority may construe such enactment with such alterations not effecting the substance as may be necessary or proper to adopt to the matte r before the court or other authorities.
