(a) The Syndicate shall have the following powers, namely :- Porhs Of Syadic ; (1) to make statutes and amend or repeal the statutes ; (2) to make ordinances and amend or repeal the same ; (3) to co-operate with other Universities, other academic authorities and colleges in such manner and for such purposes as it may determine ; (4) to provide for instruction and training in such branches of learning as it may think fit ; (5) to prescribe the conditions for approving colleges or institutions in which provision is made for the preparation of students for titles or diplomas of the Univer- sity and to withdraw such approval ; (6) to provide for research and advancemen~and~disremination of know- ledge ; (7) to institute lecturerfahips, readerships, professorships and any other teaching posts required by the Univc:rsity ; (8) to pescr~be tbp coqditinns for affiliating coIleges to the University and tc withdraw affiliation from colleges ; (9) to prescribe the rnmner in which, and the conditions subject to which, a college may be designated as an autonomous college and such designation may be cancelled ; (10) to provide such lsctures and instructions for students of University colleges, affiIiated colleges and approved colleges as tbe Senate may determine and a l s ~ to provide for lectures a~ld instructions to persons not being students of colleges and to grant diplamas to them; (1 I) to institute degrecs, titles, diplomas and other academic distinctions; (12) to confer degrees, titles, diplomas and other academic distinctions on persons who- (a) shall have pursuzd an approved course of study in University college or laboratory or in an affiliated or approved college or have been exempted there- from in the manner prescribed and shall have passed the prescribed examinations of the University ; (b) 'shall have oarried on research under cond~tions prescribed; (13) to confer honorary degrees or academic distinctions on the recommen- dation of not I s ? than tw3-thirds of the members of the Syndicate ; (14) to establish and maintain hostels ; (1 5) to institute fellowships, traveIIing fellowships, scholarships, studentships, bursaries, exbibitions, medals and prizes i (16) to prescribe the fees to be chargeti for thz approval and affiliation of rc,llegs, for admission to the examinations, degrees, titles and diplomas uf the University, for the registration of graduates, for the renewal of such registration and for at 3r air" ot the purposes spec~fied in section 4 ; (A Group) IV-2 E x (414)-3a dw ..'M 4 ' -II)1IIIYYLP--"-(. I'-Y'-CIII-.-*'- - .- -- -- - -- -. . - A - - - - (17) to consider and take sr~ch actions as it may dcem iit 011 t lie ;I nn~i I report, the annual accounts and the financial estimates ; (18) to institute a University Extension Board and to maintain it ; (19) to institute public tio on bureau, students' unions, eniployment bureau and University athletic clubs and to maintain them ; (20) to enter into any agreement with the Central or any State Government or with a private management for assuming the management of any institution and for taking over its properties and liabilities or for any other purposes not repugnant to the provisions of this Act; (21') to make statutes regulating the method of electicn to the authorities of the University and the procedure at the meeting of the Senate, Syndicate and other authorites of theuniversity and the qucrum <if members required for the transac- tion of business by the authorities of the University other than the Senate ; (22) to recommend to the Government the recognition of an area within the University area as University Centre ; (23) to hold, control and administer the prcpelties end funds cf the university; (24) to direct the form, custody and use of the comlnon seal of the University; (25) to regulate and determine all mattels concerning the University in accor- dance with this Act, the statutes, the ordinances and the xegulations; I 26) to administ& all properties and fufids ~ h c c d st lte dis~c3e.l cf the Univcr- sity or speoific purposes; (27) (0) to appoint the University Lectuiers, university Readers, university kofeasors a ~ d the teachers of the University, fix thoil emcluments, if any, deftne their duties and the ~onditions of their sevices and provide for filling up of temporat y vacanaies ; (b) to make ordinances specifying the mode of appointment of administrative and other similar postsand Ex theii amolurnents, ij any, define their duties and the conditions of their servioes and provide for ZI1;nt nn of temporal y vacancies; (28) to suspend and dismiss the University Leaturers,Univsr.sity Readers, Univer- sity Rofessors and the te:.~hers and other employees of theW nlversity ; (29) to accept on behalf of the University, endowments, bequests, donations, grants and transfers of any movable and immovable properties made to il : Provided that all such el~dowments, bequests,donaticnp, grants a.nd transfers shpll ba reported to the Senate r t ~ t s next meeting; (30) (i) to ~:tise, oq behalf of the University, 1o:l.n~ from the Cectrzl 01 any State Government or the pnblic or any corpcrntion o~alned or controlled by the Central or any State Government ; I (ii) to borrow money, with the approval of the Government, on the security of the property ot the University for the pulposes c,f the U~~iversity ; (31) to amliate colleges within the University area to the Ur~iversity and to recognisc colleges as apprcved colleges; (32) to designate any college as an autonomous college with the concurrence of the Government and to cancel such desig~ation; (33) to recognise hotels not maintained by the Universily and to suspend or withdraw recognition of any hostel which is not conducted m accordance with the ordinances and the conditions irnpcsed thereundct ; (34! to arrange foi and direct, the inspeotion of all Univeysity ~~lleges, djilided and approved colleges and hostels; TAMIL NADU GOVERNMENT GAZETTE EXTRAORDINARY --- - 849 f (35) to prescribe the qualifieation of teachers in University, colleges, , amliated and approved colleges and hostels ; (36) to award fellowships, travelling fellowships, scholarships, studentships, bursaries, exhibitions, medals and prizes in accordance with the statutes; (37) to charge and colleat such fees as may be prescribed; (38) to conduot the University examinations and approvs and publish the results thereof; (39) to make ordinances regarding the admission of students to the Univdty ~r prescribing examinations to be recognised as equivalent to University examina- tions; (40) to appoint members to the Boards cf Studies; (41) (i) to appoint exarnine~s, after consideration of the recommendations of the Boards of Studies; and (ii) to fix their ren~uneration ; (42) to supervise and c.ontrol the residenae and discipline of the students of the ' University and make arrcngements thro1,gh the colleges for securing their health and w~ll-being. ('7) Thio Vi-n-Cl~ancellor, or in his absence any member chosen by the membees presS:!it, shall ;>reside at a me:ting of the Syndicate. (3) All questions at any meeting of the Syndicate sl~all be decided by a majority of tl~c votes of the members present and voting and in the case of an equality of votes, the Vice-Chancellor or the member presiding, as the case may be, shall bave and cxorcisp second or cr sting vote. TAMIL NADU GOVERNMENT GAZETTE EXTRAORDINARY -- - -- - - -- (4) (a) The Syndicate may, for the purpose of consultation, invite any person havingspecial knowledge or practical experience in any subject under consideratio. to attend to any meeting. Such person may speak in, and otherwise take part in, the proceedings of such meeting but shall not be entitled to vote. (b) The person so invited shall be entitled to such daily and travelling allowances as are admissible to a member of the Syndicate. Awtul
