Government’s power to add to functions of Panchayat Union Council.- Subject to such Rules as may be prescribed, the 1[the Government, the Director of Rural Development or any other Head of Department or the Collector] or any person or body of persons may transfer to the Panchayat Union Council with its consent and on such terms as 66 may be agreed upon, the management of any institution or the execution or maintenance of any work, or the exercise of any power or the discharge of any duty whether within or without the Panchayat Union Council and whether provided for in this Act or not.
