(3) The Vice-Chancellor shall have power to convene meetings of thc Senate, the Go ~erning Ccuncil, the Standing Academic Board and the Finance (Zommittee. (4) The Vice-Chaacellor shall have power to take action on any matter coilcerning the affairs cf the University ~ n d may take such action as he may deem necessary but shall, as soon as may be, thereafter report the action taken to the officer or authority or body whd or which would have ordinarily dealt wit11 the matter : (5) When action taken by the Vice-Chancellor underasub-section (4) affects any person in the service of the University, such person shall be entitled to prefer an appeal to the Governing Council withh thirty days from the date on which he has notice of such action.
