(3) The president of the Council shall be elected by the members of the Council from amongst themselves - in the prescribed manner : Provided that for a period of four years from the date of the reconstitution of the Council under the Madras Medical Registration (Amendment) Act, 1938, the president shall be a person nominated by the '[State] Government and holding offioe during their pleasure, and where he is not already a member, shall a ojlgicio be a member of the Council in addition to the members specified in sub-section (1).
