Subject to the provisions of section 14, every may be regia- person who- tered. (2) Any person aggrieved by an order under sub- section (1) may appeal to such authority and within such time,^ may be specified in this behdf by the State Government and such authority shall pass such order on the appeal as it thinks fit. (3) An order of the Registrar under sub-section (I), or where an appeal has been preferred against it under sub-section (2), the order of the appellate autho- rity, shall be final.
