(1) The [State Government] may make rules consistent with this Act to carry into effect the purposes thereof. (2) In particular and without prejudice to the generality of the foregoing power, such rules may provide for-- (a) all matters expressly required or allowed by this Act to be prescribed; and (b) the procedure to be followed in respect of applications under Chapter VII. (3) All rules made under this section shall be published in the [Official Gazette] and on such publication shall have effect as if enacted in this Act. The words 'Provincial Government' were substituted for the words 'Local Government' by the Adaptation Order of 1937 and the word 'State' was substituted for 'Provincial' by the Adaptation Order of 1950.
