If the Chairman is, by mfirmity or otaerwise, rendered Incapable of ~tsende 01 : carrying out his duties or is absent on leave or otherwise, the Vice-Chairman, Chai~mt:fl, and in the absence of both the Chalrman and the Vice-Chairman, such member, as the Government may appoint, shall zct as the Chairman.
