(1) The Government may make rules for carrying out the purposes of this Act. (2) In particular and without prejudice to the generality of the foregoing power, such rules may provide for all or any of the following matters, namely:- (a) the conditions of service of the Ombudsman’s Secretary, officers and employees; (b) the form and manner of filing complaints before the Ombudsman; (c) procedure to be followed during the inquiry, which, as far as possible, be summary proceedings; (d) the manner of implementing the order of the Ombudsman; (e) any other matter which the Government may deem necessary to prescribe.
