(2) Section 2 except 111 so Tar as it relates 10 ~ddition of item 11 (71) to the Schedule to the prirlcipal Act slall be deemed to have come into force on the 9th June 1980 and the said section in so far as it relates to the addition of item 11 (71) to the, said Scbedule shall be deemed to have come into force on the 13th December 1982.
