Matters to be considered by the Sugar Factor; Board when granting or refusing permission under section 40.-The Sugar Factory Board shall in deciding whether to rant or refuse permission under a sectior, 40 take into considcration t e following matters, namely :- (a) the requirement of the existing sugar factory ; (b) the financial structure of the existing sugar factory; and (c) such other matters as may be prescribed.
