Short Circuit Procedure:- In matters requiring approval of Board of other committees when urgent decision are to be made the Chief Executive officer may obtain orders of the President by circulating the file through the Secretary to Government of the Administrative Department in-charge of Khadi and Village Industries and other Secretaries to Government when the matter concerns then and if it is considered necessary to consult them also; and then place the matter before the Board for information. In such cases, the following steps shall also be pursued after decision are made by adopting the above procedure. i) As the short circuit procedure adopted by the Secretariat immediately after the decisions are made by the President, a summarizing note shall be circulated to all the members who had not seen the file before the decision is made. ii) One subject covering all such decisions made should be placed before the Board or the Standing Finance Committee as the case may be, during its next meeting for information and records.
