Abuser charge.— The Board may levy abuser charge at such rate, as may be prescribed in the rules, on any concessionaire for abuse of any right accorded in the concession agreement: Provided that no such abuser charge shall be levied unless the concessionaire is given a reasonable opportunity of showing cause against such levy.
