(1) The State Governmciii may make rules for make rules. carrying out the purposes of this Act. # (2) The rules so made shall-be placed on the fable of each House of the Legislature as soon as they are published and shall be subject to such modification whether by way of repeal or amendment as tlla Legislature may make during the session in which thrj are so laid.
